The Kazekage entered her Konhagakure Inn Room, dressing herself in her jeans, poncho, hat and boots. She was interested in discovering the extraordinary of this village -- kekkei genkei such as the Sharingan and Wood Release, or hiden such as animal companion and insect manipulation. In Sunagakure, such things weren't so well known. She walked with the gourd left on her back, and carried her Kanabo wrapped in paper for good measure. Anko stopped at a restaurant to purchase dumplings and tea, pondering. 'I could purchase soil from Konohagakure -- It would be interesting to build a farm. However.. We have no water..' the Kazekage pondered carefully, siting at the bar. She fit in.. not at all. However, she didn't appear to be the Kazekage.

She wandered the streets, exiting out of the restaurant. The Kazekage sighed gently, wandering around, attempting to find something notable. For example, she came across a building around a hot spring. 'A hot spring? Hm..' Anko pondered gently, 'Such a shame we don't have them.' She traveled across Konohagakure, yawning gently again. Eventually, the Kazekage made her way to the academy, looking over the Konohagakure students leaving their school. A genin ran behind her, and knocked off her hat. Anko kneeled back down, and picked up the hat slowly. "You're weird, dude." the genin said, but he got a stark look from the Kazekage. "Girl." she replied, but did not confirm who she was.

Anko continued to watch academy students, unsure of where genin, chuunin, and jounin stayed. 'I assume they have apartments -- not barracks.' She wandered around the streets, looking over some of the sights of Konohagakure. There wasn't a casino or gambling den in sight, nor drug addicts or anyone similar to that. The Kazekage left the area around the students, and pondered gently. 'I may want to switch into my armour -- this is getting ridiculous.' she hurried back to her inn room, and proceeded to outfit herself in Warrior Plate. Then, people acknowledged who she was, alongside wearing the Kazekage's Hat.

Now notable that she was the Kazekage, people in Konohagakure began to treat her better. She wandered through the streets more, and walked up the steps that led up to the Hokage's office. Anko removed a notepad and pencil and carefully wrote:
NRQRKDJDNXUH LV LQWHUHVWLQJ LQ FRPSDULVRQ WR VXQDJDNXUH.
LW PDNHV PH MHDORXV RI NRQRKDJDNXUH. LW ZRXOG EXUQ ZHOO, WKRXJK.
After she wrote her cipher, she flipped the page, and began to write notes in deciphered English, taking notes of all of the sights in Konohagakure. The Kazekage put away her notepad, sliding it into her bag and wandering down the road that led through the center of Konohagakure. 'I haven't been attacked yet. I'm surprised.' she thought carefully. 'Hopefully I don't jinx it.'

The Kazekage began to write something on her note pad.

She held her pen gently, and continued to write. Anko paused, and slid down the side of a fence, continuing with:

Then, Anko pulled the page of the notepad out.

Anko pondered. She wrote tore the notepad page in half and wrote on the back of the lower section, writing quickly.
L ZLVK WR PHHW ZLWK BRX WRQLJKW, DIWHU DQ RIILFLDO PHHWLQJ. LI BRX VR FKRRVH WR DUULYH DW WKH PHHWLQJ -- ZKLFK L ZLOO ZDLW IRU XQGHU DQB FLUFXPVWDQFH -- L ZLVK IRU BRX WR YLVLW PH RXWVLGH RI NRQRKDJDNXUH. FRPH ZLWK QR RQH HOVH EXW BRXUVHOI.
Then, she molded a bird. She took the bottom half of the paper, tying the paper around the bird's leg. Letting it fly, she commanded it to fly to the Hokage and deliver her cipher. All the Kazekage could do now is hope.

The Kazekage paused. She removed another paper from her notepad, and wrote gently on it.

Finally, the Kazekage molded a bird. She tied the paper around her leg and let the bird and its message fly to the Hokage. Anko smiled, and stood back up. She slowly walked down through the hallways. Eventually, she met a ramen salesman in the streets, clambering up to order a bowl of udon.

Matsu was wandering the streets, he was wearing the signature piece for his new organization, a green cloak that ran down to his elbows with the Kanji for 'Swordsmen' written on the back. He was seeking to become aligned with all of the Kages of the world so that his group could purely bring an epicenter of peace. He spotted a familiar woman sitting down at a ramen stand Just the woman I was looking for. He slowly sat down next to her and ordered a bottle of Sake. "So, you still haven't left?" His sake arrived. "Well, since you're here, I want to ask you a question. I'm starting an organization, one that is aligned with all of the villages, and I ask for two swordsman from your village and an alliance." Matsu paused. "I know it's alot to ask for, but hear me out."

The Kazekage was sipping a bowl of udon, slurping the thick wheat noodles. It was served cold, strangely. Something Anko liked, one could assume. When the Leaf Jounin approached, the Kazekage gave him a stark look. "Of course I haven't left. I haven't even properly met the Hokage, you silly person." she remarked, and listened to him. "Two swordsmen? What for?" she asked, frowning. "First, you refuse to let me wash your back -- or vice versa -- and now you come asking for me to offer you two able-bodied ninja?" Anko sighed, shaking her head. "My apologies, leaf jounin, but you'll need to make it up to me if you wish to have your wish granted." The Kazekage didn't even offer to hear him out.

Matsu understood why she couldn't just give up two ninja, but he needed them. "Well.. I supposed I could make it up to you. What do you want from me?" Matsu sipped on his drink. "They ninja won't exactly be gone from your village, I'll just take them in for meetings and occasionally missions." He slowly started to realize that she was upset that he refused to wash her back. Why would I wash a strangers back? Why would she even be upset by that? The sake was weak, but he got it from a ramen stand so he didn't expect much.

"When you take the chuunin exams, you are given a test that you will take a question without knowing what the question is.. When you enter the bath house with a neighboring kage, would you do what they ask even if you don't know what they want you to do?" She raised a question which questioned his ability to do essentially anything. "My qualm is that I was unable to wash my back." she made her voice sound higher pitch, like she was innocent. The Kazekage pouted to the leaf jounin. "I suppose it can't be helped, can it?" she sighs gently, leaning back and sitting upright. It may have been apparent that the Kazekage was attempting to humiliate the jounin in front of his villagers.

Matsu sighed. "You're mad... about that?" 'how immature' he muttered "Well, maybe in Sunagakure you would wash a strangers back, but not here. I also didn't even realize you were the Kazekage until I was leaving." wow, she reallly is going though with this argument. Well, if I want those swordsmen I'll have to keep up. He took another sip of his drink. It was really watered down, and he wasn't getting hammered any time soon.

"You like sake?" she asks, looking to the jounin. After he replied, Anko immediately turned to the salesman. "A flask of your most potent sake, if you will." Once the ramen salesman procured the flask, Anko took the flask and offered it to the jounin. Either chivalry was dead or she didn't care about how it functioned. "My qualm is that my poor, poor back isn't washed, and that it was my first time in a bath house." Anko shrugged gently. "We don't get to wash in a bath house every day. We have to travel to the nearest river in the Land of Wind to clean our poor, dry selves. As your visitor, believe me: I would have done so much more than that." Either her comment was a blatant booty call or it was a true statement. Likely the latter.

He was surprised that she would go there. "What are you getting at." He accepted the sake, but he knew not to drink it, she was trying to get him drunk. The area around them was quite and their conversation was sure to be heard by someone. Matsu knew that, and figured that if someone heard this he could have a witness on the stand when he takes her to court for sexual harassment.

Anko purchased another flask of sake -- the same potent.. stuff. She popped the top and proceeded to sip a volume of the alcohol. "I haven't got a problem with you. My point standing is that all you did was walk up to me and ask for my best swordsmen to serve you on occasion." she swirled the alcohol and yawned. "I haven't got a qualm with offering up my best swordsmen to serve in a multinational ninja team." The Kazekage adjusted her hair, running her hand through its faded blonde locks. "My only issue is how insensitive you are to coercion." she smiles to him, which seemed out of character for what she showed so far. "You don't do the best job at opening up with the foot-in-the-door technique. As well, you haven't tried to bait and switch me. And you can't, now, because your offer's passed through the door and may well be heading on it's way back~" Her critique came like a volley.
