The user of this jutsu somehow lands their hand on the targets head and changes their cellular make-up. They can't change atoms into different types of atoms, and you it takes too much chakra to completely move the human body, so all you can do is change the targets appearance. Much like Saibou Henka except it is only used on another person, it's also similar to the Vanishing Facial Copy jutsu that allows you to take a targets face and put it on yourself or another target.
